NCCSC Conference Speaker Payment Recommendations

  1. General Session speakers should be paid as agreed by contract for both speaker fees and expenses.
  2. No speaker fee is to be paid to a workshop presenter who works within the child support arena and delivers material that is within his/her normal job responsibilities. This applies to both public and private agency employees.
  3. A presenter who works in the child support arena may be paid a speaker fee if he/she is presenting material other than that within normal job responsibilities (for example, a CSE supervisor presenting a workshop on stress management).
  4. Reimbursements are not appropriate for participation as a workshop panel member.
  5. Presenters should not be offered payment for workshop presentations. If a presenter requests any type of payment (speaker's fee and/or expenses), the request must be submitted in writing.
  6. Written requests for payment will be presented to the Curriculum Committee, who will forward them to the executive committee for final approval.
  7. Expense reimbursements will be paid only upon written requests that specify the items requested. Any reimbursements made will be at current state per diem rates. Before agreeing to pay, consideration should be given to:
    • Are there other available funds for payment ( i.e. Can local office pay to send this person)?
    • Are other presenters available who would not need reimbursement?
    • Can the workshop be scheduled to require the least reimbursement?
    • Only allow payment of expenses directly related to presentation. (i.e. one night/breakfast /lunch for an early morning workshop).
  8. Whether the presenter accepts speaker fees and takes leave time OR turns the fee over to his/her employer is between the individual and his/her employer. NCCSC will not be involved.
